CAPACITY DIAGNOSIS
We offer a methodology to support countries in the assessment of their capacities to reduce disaster and climate risks.
We deploy multidisciplinary expertise to facilitate a diagnosis across socio-economic, environmental, and cultural sectors in a government-led and multi-stakeholder process. The scope of the capacity diagnosis is defined by the government in consultation with the UN country team and relevant stakeholders. It is customizable to the country context, considering prevailing hazards, vulnerability characteristics, and priority sectors.
The methodology enables an in-depth assessment of national, local, as well as sector-specific capacities in five areas of interest Governance, Implementation Capacity, Financing, Knowledge, and Technology & Equipment, which are weighed against each other as entry points for investment in disaster risk reduction and climate change adaptation interventions.
The CADRI capacity diagnosis tool promotes a "whole-of-society" approach by assessing whether the countries’ polices, methodologies, technologies, and skills to reduce climate and disaster risks are conflict sensitive, gender-responsive, and ensure equal access to even the most vulnerable.
